I have sliders to 100 on all penalties and I've seen maybe 10 total penalties (not delay of game) in over 500 seasons of dynasty. Ever. While penalties slow gameplay down, the realism takes an enormous hit when one sees only 1 penalty every 40-50 seasons of football.
